Summary

This is a multi-disciplinary environmental/natural resource position. The Natural Resource Specialist is responsible for addressing water quality program, land resources, implementing the fisheries program, as well as forest management issues on the Shoalwater Bay Indian Reservation and other Tribally owned property. Performing field and office work associated with multi-disciplinary assessments of natural resources features, implementing natural resource projects, managing the Tribal lands to improve and protect natural resources. This position coordinates projects with other agencies, local and tribal governments and contractors. Works to develop and maintain standard operating procedures for environmental compliance; obtains, interprets and communicates environmental regulations to which the Tribe is subject. Responsibilities may include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

Job Description

Essential Duties and Responsibilities

Include the following, other duties may be assigned.

  • Represents the Natural Resources Program to other governmental and non-governmental agencies, organizations, Tribes, staff and the general public.
  • Develops and maintains records, reports and documents related to program activities, resource inventories and management data.
  • Ensures that the CEO/Tribal Administrator and Tribal Council have the information and assistance necessary to assess and respond to the actions or decisions of other public, private or special interest groups which might affect the Tribe’s management of natural resources.
  • Implement the Tribes Environmental Code Title 23, 24 and be prepared to issue permits and to enforce all of the Tribe’s environmental codes and ordinances.
  • Manage contracts and ensure compliance with outside vendors when needed.
  • Review laws and regulations, analyze situations quickly and provide recommendations for action.
  • Greenhouse activities and native plant restoration, planning.
  • Develop and implement environmental monitoring, facility or site assessment and corrective action programs.
  • Manage field environmental monitoring, investigation and remediation activities.
  • Provide technical expertise related to environmental programs.
  • Possess and maintain WSDA Pesticide Applicators license, with aquatic endorsement, maintain EPA pesticide general permit and reporting.
  • Control and remove noxious weeds and animals, maintain reporting and tracking.
  • Collects, processes and monitors water quality activities.
  • Assist with any aspects of Hazardous Waste Management program.
  • Perform Environmental and Wetland Assessments or oversee contractors performing environmental and/or wetland assessments.
  • Assist or coordinate habitat protection and fisheries protection efforts on Tribal lands (on and off Reservation).
  • Assist or coordinate forest application permit reviews.
  • Forest management activities including attending meetings with forest practice technical staff, planning and development.
  • Assist and/or coordinate all aspects of fish and forest activities, interfacing with the State and Federal agencies and other stakeholders to assure Shoalwater Bay Indian Tribal participation in both federal and state funded programs.
  • Read and interpret applicable environmental permits, laws and regulations.
  • Work closely with the Tribe’s Cultural and Heritage Program Directors with any and all culturally related activities.
  • Submit/ write clear and concise technical reports and memos based on field inspections.
  • Maintain confidentiality of all privileged information.
  • Other duties may as assigned.

Supervisory Requirements

May oversee seasonal staff. Responsibilities may include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Experience and Eduction

Bachelors degree with significant course work in natural resources, environmental science, biology, and/ or forestry; OR Four additional years of related forestry, hydrology, environmental or related natural resource field experience.

Skills

LANGUAGE SKILLS:  Ability to read and comprehend instructions, correspondence, and memos.  Ability to write reports at EPA standards and write field reports or HazMat tracking reports.

 

MATHEMATICAL SKILLS:  College level that relates to the scientific reports required of this position.

 

REASONING ABILITY:  Ability to apply common sense understanding to carry out detailed written or oral instructions.  Ability to deal with problems involving a few concrete variables in standardized situations.

Knowledge of two or more of the following areas but not limited to that; Forestry & Fisheries knowledge/experience, water quality monitoring & compliance reporting, wetland issues, HazMat certification/experience environmental maintenance/monitoring. Assist with project development, coordination with other tribes, organization and agencies. Other duties may be assigned. Ability to delineate wetlands a plus
