Summary

Coordinate disaster response or crisis management activities, provide disaster preparedness training, and prepare emergency plans and procedures for natural emergencies such as floods, earthquakes, tsunamis or other hazardous situations. This role entails coordinating all aspects of a jurisdiction’s mitigation, preparedness, disaster response and disaster recovery capabilities.

Job Description

Essential Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities:

  • Plans, organizes, and directs the overall activities and programs associated with Emergency Management activities, including the implementation of a comprehensive emergency management program, a Continuity of Operations Plan, and a disaster recovery plan.
  • Lead Emergency Management operations under general direction within broadly stated goals and objectives to manage the overall support operation of the program.
  • Helping develop and implement program work plans, services, policies, procedures and reports to ensure Tribal, federal and state requirements are met. Set performance standards. Evaluate performance and program effectiveness and take action for improvement as necessary.
  • Conduct planning for emergency preparedness, mitigation, response and recovery.
  • Oversees the establishment and maintenance of a communication process and appropriate systems and equipment for alerting the public, governmental entities, officials, disaster partners, etc.
  • Establishes and maintains an effective emergency operations center including staffing, training, resourcing, and creating procedures
  • Develop and coordinate exercises that involve program volunteers. Establish program policies and procedures for utilizing volunteers during emergencies and special events.
  • Plan, develop and conduct public education and outreach necessary to accomplish program goals.
  • Works collaboratively with representatives of various tribal, state, county, cities and other agencies; coordinates services with other organizations and agencies and develops mutual assistance programs where appropriate; develops and administers grants and contracts with various agencies dealing with emergency services.
  • Evaluates current programs and methods; considers proposed alternative programs and methods to provide maximum utilization of allocated funds; secures additional funding sources and other available assistance including Homeland Security Grants.
  • Determines organizational unit budget priorities and makes recommendations to the Chief of Police, Tribal Administrator and or Tribal Council; directs the preparation of the annual budget; establishes controls and measurement tools for the delivery of services and cost controls; ensures that budget expenditures are properly controlled to conform with approved funding.
  • Provides advice and guidance to departments on special conditions and operating requirements for departments with specialized emergency and disaster response and recovery roles.
  • Complies with public safety requirements of the position and actively promotes safe work practices.
  • Help facilitate meetings & training activities for the CERT team
  • Advise the Chief of Police, Tribal Administrator, Tribal Council, and other employees on emergency preparedness, response, mitigation and recovery issues.
  • Oversees the emergency supplies and making sure the items are rotated in & out
  • Continuously research for grant funding for Emergency Management.
  • Other related duties as assigned.

Experience and Eduction

The following are the minimum qualifications for this position.

  • Required Bachelor's Degree in emergency management, public safety, business or public administration, or a closely related field or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • Five (5) years of experience managing and coordinating an all-hazards emergency management program, disaster, and/or emergency management program or experience in a similar position and/or performing similar tasks preferred.
  • Prior Tribal work experience is preferred.

Skills

The individual in this position is expected to possess and exhibit the following knowledge, skills, and abilities.

  • Maintain working knowledge of Federal, Tribal and state policies and guidelines for emergency service and assistance, the principles and practices of emergency management; the laws, rules and regulations governing the establishment and maintenance of emergency services systems and programs.
  • Maintain working knowledge of the modern equipment and systems utilized in emergency management including National Incident Management System (NIMS) and Geographic Information Systems (GIS), or equivalent systems.
  • Maintain working knowledge of conditions leading to major emergencies, their effects, mitigation, response lines, resource requirements, damage assessment, recovery methods, and safety and survival procedures.
  • Maintain working knowledge of operation of an emergency operations center.
  • Maintain working knowledge of principles and practices of public administration, financial and budget management, and personnel management.
  • Maintain working knowledge of principles and practices of supervision and training; the principles and practices related to program management; research methodology, basic statistics.
  • Maintain working knowledge of principles and practices of developing and managing a volunteer program, coordinating, and conducting volunteer training including developing and maintaining education and training materials, and coordinating additional instructors as needed.
  • Develop and coordinate exercises that involve program volunteers. Establish program policies and procedures for utilizing volunteers during emergencies and special events.
  • Maintain working knowledge of developing and conducting training and exercises to increase the Tribe’s preparedness and ability to respond to and recover from disasters and major emergencies. Plan, develop, and conduct education and outreach necessary to accomplish program goals.
  • Maintain working knowledge of COOP plan, development, testing, training, and exercise, and implementation.
  • Maintain working knowledge of report writing; training methods; group dynamics, communications methods, and public relations techniques; modern office methods and procedures; written and oral communication, including language mechanics, syntax and English composition.
  • Ability to work under significant pressure, be subject to extended work hours, and be on call in case of emergencies.

Certificates, Licenses and Registrations

  • Hold certificates for ICS Courses 100, 200, 300, 700, and 800.
  • National or state level emergency management certifications and completion of FEMA’s Professional Development series of courses is preferred but not required.
  • Current and valid Driver's license per Tribal policies outlined in the Employee Handbook.
