Summary

The position is a management position within the Shoalwater Bay Indian Tribe.  The Social Services Manager is responsible for the overall management and supervision of staff that provides services in Victims of Crime Advocacy, Indian Child Welfare, coordination of training in ICW and Social Services protocol.  This position requires excellent communication skills.  These responsibilities will be met by performing the following duties personally or through subordinates.

Job Description

Essential Duties and Responsibilities

Other duties may be assigned.

  • Oversees the Social Services Department and works closely with others to ensure that all programs, services and systems are developed in accordance with approved Shoalwater Bay Tribal Council policies, compliant with relevant Tribal Code of Laws, federal, state and local laws.
  • Supervises Social Services staff, coaches and develops skills in accordance with policies of the Shoalwater Bay Tribe, Tribal Code of Laws, Indian Child Welfare, and governmental grant regulations; assigns cases, and workloads. Facilitates training for staff within the Social Services Department to ensure program compliance with tribal, state, federal policy, rules, and regulations. Delegates responsibilities to staff as necessary and appropriate to ensure individualized opportunities for staff development and growth.
  • In conjunction with tribal presenting officer, participate in court hearings and monitoring active cases in all areas relating to the Indian Child Welfare Act & reporting to court.
  • Develops and monitors the Social Services programs and budgets; oversees the preparation of grant applications and reports to assure adequacy and timeliness. Ensures program compliance with state criteria and federal rules regulating grants
  • Works with other appropriate committees and inter-departmental workgroups such as Police, Wellness Center, Court, Cultural, Education, DCYF, and other courts.
  • Attends tribal council meetings as directed
  • Responsible for developing and planning new strategies to creatively meet evolving needs of Tribal members while monitoring projections for future needs.
  • Interprets agency purpose and program to community.
  • Establishes and maintains relationships with other agencies and organizations in community toward meeting tribal community needs and services.
  • Prepares, distributes and maintains a variety of reports.
  • Inspects agency operations and facilities to ensure agency meets standards and procedures criteria.
  • Directs or coordinates research activities as it pertains to the program.

Supervisory Requirements

Directly supervises employees in the Social Services Department, which includes Elders Services Supervisor, and Victim Services Advocates.  Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.  Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and discipline employees, addressing complaints and resolving problems.

Experience and Eduction

Master’s degree (M.A.) in Social Work, Human Services, or equivalent; and five to ten years’ related experience and/or training in social services case management, and crime victim advocacy using integrated services within a tribal setting; or equivalent combination of education and experience. Must possess familiarity with multiple community resources and systems, including ICWA, DSHS, DCYF, etc.

Skills

LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.

 

MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.  Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

 

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

 

COMPUTER SKILLS: Comprehensive knowledge of computers (hardware and software) and computer networking.  Current knowledge Microsoft Office XP Word and Excel.
