Summary
Directs the organization’s financial planning and accounting practices as well as its relationship with lending institutions, tribal members, and the financial community by performing the following duties personally or through subordinate managers.
Job Description
Essential Duties and Responsibilities
Include the following, other duties may be assigned.
- Oversee and directs treasury, budgeting, audit, tax, accounting, purchasing, real estate, long range forecasting, retirement planning, and insurance activities for the organization.
- Directs the Controller in providing and directing procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.
- Directs the Treasurer in activities such as custodian of funds, securities, and assets of the organization.
- Appraises the organization’s financial position and issues periodic reports on organization’s financial stability, liquidity, and growth.
- Directs and coordinates the establishment of budget programs.
- Coordinates tax reporting programs and investor relations activities.
- Analyzes, consolidates, and directs all cost accounting procedures together with other statistical and routine reports.
- Oversees and directs the preparation and issuance of tribe’s annual report.
- Directs and analyzes studies of general economic, business, and financial conditions and their impact on the organization’s policies and operations.
- Analyzes operational issues impacting functional groups and the whole organization, and determines their financial impact.
- Evaluates and recommends business partnering opportunities.
- Establishes and maintains contacts with federal and state organizations, financial institutions, and the investment community.
- Maintains and updates fiscal management policies.
- Analyze Enterprise financial information.
- Oversees Third Party Billing department
- Works with Health Director managing the Wellness Center’s operating budget and ensures the best and maximum utilization of resources is made.
- This includes administration and approval of expenditures using available third-party billing resources.
Supervisory Requirements
Directly supervises employees in the Accounting Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directly work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Experience and Eduction
Bachelor’s degree (B.A.) from a four-year college or university; and one to two years related experience and/or training; or equivalent combination of education and experience.

LANGUAGE SKILLS:
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquires or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, Board of Directors, and Tribal Council.
REASONING ABILITY:
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
Certificates, Licenses and Registrations
Licensed CPA required.
