Project Description

The Shoalwater Bay Indian Tribe is seeking proposals from qualified firms to update our existing Hazard Mitigation Plan in accordance with Federal Emergency Management Agency (FEMA) guidelines. The purpose of this update is to identify and assess natural and man-made hazards, and to develop strategies to mitigate or reduce the potential impacts of these hazards.
Proposals that reflect experience working with Native American tribes with proven abilities in the areas of developing and writing Hazard Mitigation Plans in accordance with FEMA guidelines will be the most competitive.
The successful proposer will demonstrate, on the part of the lead planner, knowledge and experience in tribal/local/regional/ and state levels of experience in developing and writing Hazard Mitigation Plans in accordance with FEMA guidelines.
The Shoalwater Bay Indian Tribe reserves the right to waive any informality in the proposal process and will award the contract(s) based upon the qualifications and experience of a firm that best meets the type of work necessary and that are deemed to be in the best interest of the tribe.

Scope of Work

The Shoalwater Bay Indian Tribe is seeking the services of a qualified firm to update our existing Hazard Mitigation Plan in accordance with Federal Emergency Management Agency (FEMA) guidelines. The purpose of this update is to identify and assess natural and man-made hazards, and to develop strategies to mitigate or reduce the potential impacts of these hazards.
The contractor will provide but is not be limited to the following services:
• Reviewing the existing Hazard Mitigation Plan and identifying any deficiencies or areas that require updating.
• Conducting a hazard identification and risk assessment process to identify and prioritize hazards based on their likelihood and potential impacts.
• Developing mitigation strategies for each identified hazard, including cost estimates and timelines for implementation.
• Coordinating with tribal officials, emergency management personnel, and other stakeholders to ensure that the updated plan reflects local needs and priorities.
• Preparing a final Hazard Mitigation Plan document that meets FEMA guidelines and requirements.

Interested firms should submit a proposal in accordance to the Proposal Requirements on Pages 4 and 5.

Questions & Answers

Question: Would it be possible to obtain a copy of the existing hazard mitigation plan? Please also share any additional plans you may have specifically for earthquake and coastal flooding hazards. We have subject matter experts in many areas of hazard mitigation. I would include their expertise in our plan to address the updating of the hazard mitigation plan.

Question: Is there a not to exceed amount for the cost?  

Answer: No

Question: What tribal, territorial, local, state and federal agencies do you currently coordinate with for emergency response and recovery?

Answer: The Shoalwater Bay Indian Tribe is an active member of Washington EMD’s Region 3 Homeland Security Committee which entails response and recovery support within the 5 counties that comprise Region 3. Several tribes and cities are represented under the Region 3 Homeland Security Committee. Also, the Shoalwater Bay Tribe has direct agreements with Pacific County Emergency Management, Pacific County Sheriffs Office, and the South Beach Regional Fire Authority (SBRFA) for emergency response and recovery.

Question: Is there a not-to-exceed budget for the mitigation plan update?

Answer: No

Question: May we have a copy of the grant requirements?

Answer: Yes, a copy of the grant requirements can be made available.

Question: Is there a hard deadline for the project to be completed?

Answer: September 2024

Question: Who will review the updated plan and approve it?

Answer: SBIT Tribal Council and FEMA.

Question: When was the existing mitigation plan last updated?

Answer: The existing plan was updated in 2019 and became effective March 20, 2020. It expires March 19, 2025.

Question: Will the existing mitigation plan/s be made available for reference/review?

Answer: Yes, it is available on the Shoalwater Bay Website - https://www.shoalwaterbay-nsn.gov/assets/Department-Files/Emergency-Management/SBIT-HMP-FINAL-2020.pdf

Question: The RFP refers to email and mail submission of proposals. Could you clarify whether this means (a) either submission method is acceptable or (b) both email and mail submission are required?

Answer: Both are acceptable.

Question: Under Evaluation Factors and Scoring, in Section 3. b. it states that “The award amount is stated, cost considerations will take into account the proposed services beyond the minimum stated in this RFP.”  We do not see an award amount in the RFP.Is the Tribe self funding the Plan Update, or was a FEMA grant sought?

Answer: Both FEMA and Tribal funds will be used to fund this project.

Question: If there is a grant, what is the federal grant share that the Tribe was awarded?

Answer: Both FEMA and Tribal funds will be used to fund this project.

Question: We are a native owned firm.  We are also woman owned.  For preference points, do we qualify for the 10 points for Indian preference as well as 5 points for WBE? Or is it an either/or situation, either you qualify for Indian preference and its 10 points, or you qualify for the 5 points of WBE?

Answer: You would be eligible for both categories.
